Bylaws of the Yk Rec Hockey Association

MEMBER

In these by-laws, unless there is something in the subject or context inconsistent therewith

"The Association means the above named Association"

"Team means 18 players or more which is admitted by a resolution of the Board of Directors to the Yellowknife Recreational Hockey League"

The undersigned applicants for incorporation shall be the first members of the Association by a resolution and shall be full members of the Association subject to these by-laws.

All persons who are members of teams become members of the Association.

Any other person may become of the Association by a resolution of the Board of Directors.

All members of teams have the right to play in the Yellowknife Recreational Hockey League.

WITHDRAWAL AND EXPLULSION OF MEMBERS


Any member who ceases to be a member of a team ceases to be a member of the Association.

Any member whose conduct is considered detrimental to the Association may be expelled, suspended, fined or otherwise disciplined by a resolution of passes by the Board of Directors after which time notice of such expulsion or other action shall be given in writing to the member expelled.

MEETINGS

An Annual General Meeting of the Association shall be held within the month of April of each year.

General Meetings shall be held at the call of the President or in his absence, at the call of the Vice-President.

Any member of the Board of Directors may call a meeting by presenting a written request at least thirty (30) days prior to the scheduled date of the meeting, to the President or in his absence, the Vice-President.

Every member in good standing has the right to vote at any meeting of the Association. Voting must be done in person only, and not by proxy or otherwise.

Notice of any general or special meeting shall be given at least seven (7) days prior to the date set for the meeting.

Eight members will be required to constitute a quorum at general, special or annual meetings.

BOARD OF DIRECTORS

The Executive shall consist of the President, Past President, two (2) Vice-Presidents (Scheduling & Registration), Secretary, and Treasurer who shall be elected at the Annual General Meeting of the Association and shall hold office for a period of two years with the exception of the President. The president role is a two year term, one year as president and one year as past-president. Executive members are given a $500 discount on their team's league fees for the season.

The schedule for replacing positions on the executive is as follows:
President - Annually
Vice President (Scheduling), Secretary & Director (discipline) on odd years, e.g., 2007/2009
Vice President (Registrations) & Treasurer on even years, e.g., 2006/2008

Until the first Annual General Meeting, the subscribers to the Constitution and By-Laws shall constitute the Executive.

Prior to the 30th day of September in each year, each team shall forward to the executive the name of it's representatives (two) for the forthcoming hockey season.

The Board of Directors shall consist of the Executive and all of the team representatives.

The Board of Directors shall be responsible for conducting the affairs of the Association in accordance with the objects set out in the Application for Incorporation and in accordance with the By-Laws.

The Board of Directors may make rules for the operation of the Yellowknife Recreational Hockey League and such amendments as may be required from time to time.

At the meeting of he Board of Directors, four members of the Board shall constitute a quorum.

Any member of the Board of Directors may be expelled by a majority vote of the Board of Directors.

BORROWING POWERS


The Board of Directors may by majority vote, borrow funds for the current operation of the Association or for the purpose of carrying out the objects of the Association.

DISPOSAL OF FUNDS


All monies received by, or on behalf of the Association, shall be deposited in the Association's account at a chartered bank to be selected by the Treasurer.

All disbursements from the bank account shall be made by cheques signed by officers of the Association to be named by the Executive.

AUDITOR

At each Annual General Meeting, an Auditor shall be appointed for the ensuing year.

At each Annual General Meeting, financial statements for the preceding year, duly certified by the auditor shall be available for the inspection of the members.

SEAL AND SIGNING AUTHORITY


The seal of the Association shall consist of the word "Seal" and circle formed by the words YELLOWKNIFE RECREATIONAL HOCKEY ASSOCIATION.

The seal shall be kept in the custody of the Treasurer and shall not be affixed to any instrument or document, except by authority of a resolution of the Board of Directors.

The Treasurer and at least one other Executive member shall have the authority to sign instruments or documents on behalf of the Association.

MAKING, ALTERING AND RESCINDING BY-LAWS


By-Laws of the Association may be rescinded, altered or added to at the Annual General Meeting or by extraordinary resolution of the Association as defined by the Societies Ordinance of the Northwest Territories at a General Meeting and not otherwise, but no rescission, alteration or addition shall have effect until it has been registered by the Registrar of Societies.

Notice of Intention to propose the rescission, alteration or addition of any By-Law shall be given in the notice of meeting set out in By-Law number 10.

MINUTES OF MEETINGS, BOOKS AND RECORDS

The secretary shall be responsible for keeping minutes of all Annual, General, Special, Executive and Board Meetings, and all minutes should be signed by the Chairman and Secretary after approval thereof the meeting.

The treasurer of the Association shall be responsible for keeping proper books of account for the Association.

All books and records of the Association shall be open to inspection of members at each General Meeting and Annual Meeting and otherwise upon three days notice to the President.

FISCAL YEAR


The fiscal year of the Association shall end on the 30th day of April in each year.

POLICIES AND PROCEDURES


The following are considered minimum guidelines and the league will consider further discipline if recommendations are forwarded to the Disciplinary Committee.

1. BODY CHECKING:

Rubbing out a player along the boards is permitted as long as the puck is being played. A deliberate open ice hit or a hit along the boards, regardless of whether or not the puck is being played, shall result in a Minor Penalty being assessed.

2. FIGHTING:
A Major Penalty plus a Game Misconduct Penalty shall be assessed to any player who fights (see rule 59(a)). In addition, players who fight will receive the following suspensions:

First Incident Three (3) games;
Second Incident Five (5) games;
Third Incident Ten (10) games;
Fourth Incident Ejected from the league for the remainder of the season or fifteen (15) games, whichever is greater.

3. THIRD (3rd) MINOR PENALTY IN ONE GAME TO THE SAME PLAYER:
The player is ejected from the remainder of the game, Note - A Double Minor counts as one penalty in this ruling.

4. MAJOR PENALTY:

Any player who receives a Major Penalty (other than fighting) will also receive the following:
First Incident no suspension, unless infraction occurs in the last 10 minutes of the game (see rule # 5);
Second Incident Three (3) games;
Third Incident Seven (7) games and will be reviewed by the League Executives and the Disciplinary Committee.

5. GAME MISCONDUCT:
Any player assessed a Game Misconduct Penalty during the last five (5) minutes of a game will be suspended for the following game.

6. GROSS MISCONDUCT PENALTY:
Any player who assessed a Gross Misconduct Penalty will be suspended as follows:

First Incident Four (4) games;
Second incident Seven (7) games;
Third Incident Reviewed by the Disciplinary Committee

7. MATCH PENALTY:
First Incident Seven (7) games minimum and Reviewed by the Disciplinary Committee;
Second Incident Suspended as levied by the Discipline Committee

8. STOP TIME:
The last three minutes of all games will be stop time if:
Goal differential of two (2) or less;
Providing there are timekeepers available - changing on the fly will still be in effect.
No person can act as a player and an official in the same game.

9. PLAYING WHILE UNDER SUSPENSION:
Any player that plays while under suspension shall receive the following:

He/she shall serve the remainder of the original suspension;
An additional seven (7) game suspension for the first incident;
Any other incidents will go to the Disciplinary Committee for their recommendations;
If a team plays with a player while under suspension they forfeit the game.

10. CROSS-CHECKING:
A Minor or Major Penalty, at the referees discretion, shall be assessed to any player who cross-checks and opponent;
A Major penalty shall be assessed to any player who cross-checks a goaltender while he is in the crease.

11. GAME SHEETS:
A lot of suspension and appeals will be avoided if the team rep, captain, or coach looks at and signs the game sheet after completion of the game. This will be a requirement, if game sheets are not signed, all previous policies are applicable. The following rules also apply:

Any member of the Association who is asked to leave the game as an off-ice official (timekeeper) will have their timekeeping efforts stricken and the team will be fined.

Members who do not sign the sheet will not be credited with timekeeping and the team will be fined.

12. DRESSING ROOMS:
When asked to leave the dressing room by rink attendants, please do so or your team may be subject to a fine as set by the Executive. Please do not spit on the floors.

13. EQUIPMENT BAGS:

Players will keep equipment bags clear of the curbs and walkways upstairs and down while not in the dressing rooms.

15. ABUSE OF OFFICIAL MISCONDUCT ACCUMULATION:

Any player who is assessed a Game Minute Misconduct Penalty for abuse of an official will be suspended as follows:

First Incident Remainder of the game and the next two (2) games;
Second Incident Remainder of the game and the next five (5) games;
Third Incident Remainder of the game and the next ten (10) games or the season, whichever is longer.

16. REGISTRATION:

All teams must submit their rosters for registration at the date set by the Executive at the September Meeting (Note - Name, address, phone number, birth date and health care number must be included for every player).

Players may be added as required until January 31st of each year. "Absolutely no additions will be accepted after that date."

The Executive will issue the current roster in the requested format at the AGM to each team to assist them for the upcoming season.

17. TRACKING AND POSTING OF SUSPENSIONS:

All minor penalties for unsportsmanlike conduct, major penalties, ten minute misconducts, and game misconducts will be forwarded to the Referee-In-Chief the morning after the game in question by the official. The Referee-In-Chief will forward the above mentioned to the President of the Rec League the same day. Teams will be notified immediately if further action (ie: suspension or a hearing) is required.

All suspensions will be posted in the official's room and web-site for all to see and clearly defined.

18. LEAGUE BY-LAWS AND CONSTITUTION:

The Executive will provide a copy of the League Constitution and By-Laws at the start of each season to the team reps with any changes made during the April AGM.

19. DISCIPLINARY COMMITTEE:

Each team will submit two names (can be the Team reps) to sit on the disciplinary Committee. In the event a Disciplinary Hearing is required, the President will contact players on the list and set up meetings as required.

A copy of the Discipline Guidelines will be issued and the Committee will proceed with the hearing. The results will be forwarded to the President immediately so the team (player) can be notified immediately. Best efforts will be made to ensure there are no conflicts of interest.

20. FINES:

Where fines are not defined within this document, they are to be set out by the League Executive. Fines will be set and distributed at the September meeting for the upcoming year.

21. FIRST AIR TOURNAMENT:

The Tournament Committee will consist of at least one member of the League Executive. The budget for the Annual First Air Tournament will be drafted on a break-even basis. The Tournament will be held during the Easter weekend of the season where applicable. A draft format will be available by the October League Meeting with invitations being sent out be October 15 of the current season. All League Rules will apply unless otherwise specified.

22. ALCOHOL AND DRUGS:

Policy of City of Yellowknife with regard to alcohol and drugs in the dressing room will be adhered to. All teams are expected to police themselves in order to comply with City regulations.

All alcohol is totally prohibited from City of Yellowknife Arenas without a liquor license. The City has advised that failure to comply with their regulations will result in suspension of League play. Furthermore, City staff have been instructed to call the RCMP immediately if any indications of drugs become apparent. RCMP will perform regular walk-through's of the arena facilities as part of their regular patrols. The City has also given permission to inspect and check any area of the arena they wish during these walk through's.

The League is responsible for the action of it's members. The entire League's time will be suspended or cancelled should the City's regulations be disregarded.

Any teams disregarding these regulations will be expelled from the League with no refund of registration fees.

23. DISCIPLINE APPEAL:

The suspended player shall be notified that they have the right to appeal the Discipline Committee's decision to the League Executive committee. Notification shall be done by the League Executive, not by the Discipline Committee.

NWTHA should be copied on all correspondence pertaining to affiliated league suspensions.

Any appeals of Disciplinary Committee decisions will be dealt with by the League Executive, the next level of appeal. All such appeals must be in writing and submitted within 24 hours of Disciplinary Committee decision accompanied with a $100.00 cheque. If appeal is successful the $100.00 cheque will NOT be returned.
